This federal caselaw includes Reynolds v. Sims, a U.S. Supreme Court case providing the "rational basis test" defining when a state agency must operate according to the 14th Amendment principles of "one man, one vote."
Reynolds v. Sims is one of the cases mentioned in Hellebust v. Sam Brownback, in which the federal district court and 10th Circuit Court in Kansas decided the Kansas State Board of Agriculture had to comply with "one man, one vote."
Paula continues by complaining about the Colorado Worker's Compensation Division boards and Pinnacol's board, which will not gain new members because House Bill 2009 was amended before the governor signed it. Big whoop.
